O’Connor Construction Contract Consultants (OCCCC) is one of Ireland’s newest professional construction consultancies having been established by Brian M. O’Connor in June, 2011. The practice caters for the needs of Client’s operating in the Construction Industry in Ireland and the United Kingdom and the practice services all areas of the Industry with the exception of design.

The practice draws on the breadth and depth of experience of its principal consultant who has been employed in the Construction Industry in Ireland, the United Kingdom and the USA over the last 28 years. Mr. O’Connor has been involved in some of Ireland’s largest and most complex construction projects and who has achieved successful outcomes for his Clients resulting in repeat commissions over the last 15 years in which he has provided Consultancy services. 

Since inception, the practice has been sought out by large International Industry Employers, medium - large Civil Engineering Contractors and by large Building Sub-Contractors. However, the practice caters for a wide range of clients and can tailor its service to meet those needs. 


Key attributes of the practice are: the quality of the service, the swift response time and the ability to pay great attention to detail and to adjust agreed schedules to meet changing circumstances and requirements.

The practice abides by the various professional codes of practice to which it is bound and it is regulated in Ireland by inter-alia the Society of Chartered Surveyors Ireland, the Royal Institution of Chartered Surveyors, the Chartered Institution of Civil Engineering Surveyors, the Institution of Civil Engineers and the Chartered Institute of Arbitrators.

Brian M. O’Connor is a Chartered Quantity Surveyor, Chartered Civil Engineering Surveyor and is a Registered Quantity Surveyor within the meaning of the Building Control Act, 2007. Mr. O'Connor is also a practising ADR Consultant, Construction Conciliator and Arbitrator.

Brian M. O’Connor is a full time practising Dispute Avoidance & Resolution Consultant, which includes practice as a Construction Claims Expert, Independent Expert Witness, Client Representative and Advocate in Construction Conciliation & Arbitration. In addition, Brian supplies  litigation support services to Construction Lawyers in contentions high value Construction Arbitration. Brian also practices as a Construction Arbitrator, Conciliator and Mediator.

Brian’s expertise is founded upon 28 years of experience working in the Construction Industry in the USA, Ireland & the U.K. acting for Employers, Consultants, Main Contractors & Sub-Contractors.

Brian is recognised both Domestically and Internationally as one of the Country’s foremost Construction Claims experts with a reputation for providing exceptional quality submissions and reports that articulate complex construction matters in a language that is easily assimilated and comprehended by Construction and Non-Construction professionals alike. In addition, Brian undertakes Expert Witness work and has been appointed as an Independent Expert Witness by Solicitors in Litigation and in pending Litigation and also by Construction Professionals and Liquidators in Arbitration.  

Brian’s key atributes are his ability to articulate to a very high standard in both the written and oral communication mediums. Brian has the ability to absorb large volumes of information and to be able to get to the kernal of any dispute in a relatively short time. Brian is a known for his analyitical abilities, attention to detail,  persistence and also his ability to deliver high quality deliverables and supply a quality professional service within the time specified or agreed.

Brian’s knowledge base derrived from his academic learning, his continuing professional development and in particular his very considerable work experience combined with his knowledge and interest in matters Quantum, Programming and Construction Law & Arbitration Law combine to make Brian a formidable opponent.

These qualities enable Brian to deal across the spectrum in the Technical, Commercial, Contractual & Legal Issues that arise in Construction cases that make Construction Disputes difficult to comprehend and resolve.

Brian is known as a ‘straight talker’ and someone who is not only dependable and trustworthy and of the highest integrity but also someone who is very approachable and willing to listen to the other side of the story and also willing to compromise, if and when the need arises.  As a committed Dispute Avoidance practitioner, Brian provides Clients with advice on how and when to settle a dispute. 

Brian has been appointed as Arbitrator and Conciliator by the Chartered Institute of Arbitrators (CIArb) and the Construction Industry Federation (CIF).

Brian is passionate about his work and continuously strives to achieve excellence in everything that he does.

Brian is pursuing his intertest in Construction Law and is currently reading Law (in the evenings) at the Honorable Society of King’s Inns, Dublin with a view to being called to the Irish Bar in due course.
