Rail Light, Heavy and High Speed
Railway Construction Works are safety critical works which also require detailed planning, programming and monitoring to ensure the health and safety of those involved in the Works on site and to ensure a successful project outcome. A failure to work to an agreed programme of works can have enormous Liquidated & Ascertained Damages (LADS) implications and thus, it is imperative that those pricing railway works are very familiar with risks involved and are competent to price the works.

Brian M. O’Connor has priced rail over-bridge works for a large Irish Main Contractor and has been involved as a Commercial Manager and Consultant on Luas Light Rail Transit Schemes and has also been involved in large bore tunnelling operations under the DART line at Dún-Laoghaire.



Brian M. O’Connor’s expertise in Commercial Management and in Construction Contract Claim production and Defence to Claim and Counter-Claim is widely known in Ireland. Mr. O’Connor’s expertise has derived from 28 years working in the Construction Industry with 15 of those years being attributed to advising Clients on all aspects of Construction with the exception of design. These Clients have included International Main Contractors and Sub-Contractors and large International Employers and Developers. 





Mr. O’Connor has been engaged by Contractors to provide Commercial Management Services on Luas Light Rail Tram System Projects and has also worked on Civil Engineering projects which impacted upon the DART Electrical Rail Transit System.  Mr. O’Connor was also involved as a Commercial Manager to a Sub-Contractor working on geospatial surveying of the rail-track and the overhead line electrification systems that impacted upon the demolition of the old west stand at Lansdowne road prior to the construction of the new Aviva Stadium. This work required a knowledge of Iarnród Éireann health & safety procedures working on or adjacent to a live railway and issues that affect cost while working on the railway.    

Brian M. O’Connor advised the Joint Venture Consortium in relation to the procurement of Contractors to carry out the work on the Luas Light Rail Transit Scheme – Green Line and was employed by a Civil Engineering Contractor in connection with heavy civil engineering sewer and utility diversion works on the Green Line and also with regard to the Construction of the piled Sub-Stations for this line around Dublin.  




Mr. O’Connor was also involved in other large utility diversions for the Luas - Red Line adjacent to the busy Naas road, Dublin.
Mr. O’Connor has experience of working on large bore sewer tunnels under the Dublin Area Rapid Transit Scheme (DART) at Dún-laoghaire, County Dublin and in value recovery for works carried out.

Mr. O’Connor has been appointed by a major Irish Civil Engineering Contractor to prepare tenders for new Civil Engineering Over-Bridge and Associated Works at Main Line Railway Stations.
