Programme Planning
OCCCC supply Clients with specialist Planners through collaboration with experts who can schedule or programme construction projects through the use of computer software programmes such as Microsoft Project 2007 and Primavera P3 / P6  that employ Critical Path techniques. Our Planners are experienced construction professionals who are knowledgeable in Construction Technology, the sequencing of Construction Operations and Programme Logic and who plan projects having regard to Health and Safety Legislation and Construction Regulations.

Cost Planning
OCCCC cater for Client’s Pre-Contract Cost Planning needs by advising Construction Employers and Financial Institutions on the appropriate level of funding required for each element of their project.

The Cost Plan or Budget evolves from the various design stages and begins at the Feasibility Stage where the project cost limit is confirmed.  With the Outline Proposals a preliminary cost plan is prepared based on information furnished by the design team. This plan is checked and revised as necessary during Scheme Design and Detailed Design Stages and a Final Cost Check is prepared prior to the issue of Production Information.

Value Engineering
OCCCC Value Engineering service can assist Clients in achieving added value through the use of innovative solutions which achieve Client’s functionality requirements without having to compromise on quality. 

Cost Control on any project is vital and OCCCC offers its Clients and prospective Clients a total cost control service from inception through to completion.



Brian M. O’Connor has acquired the expertise to prepare Cost Plans or Budgets and Value Engineering Exercises for Construction Projects through formal education and 28 years experience of working in the Construction Industry and through continuing professional development.



In addition, Mr. O’Connor possesses the expertise to carry out delay analysis on construction projects and is knowledgeable in this niche area. However, Mr. O’Connor usually works in conjunction with an expert in Scheduling or Programming Software such as Microsoft Project or Primavera P3 or P6 in order to validate his findings.

Brian M. O’Connor has been appointed by Construction Clients to carry out all manner of cost planning and cash-flow forecasting for a variety of Building and Civil Engineering Projects.

Mr. O’Connor received a commission by a leading Irish supplier of ready-mixed concrete to carry out cost appraisals of reinforced in-situ concrete road-bridge design over the M50 in Dublin so that the economic viability of an alternative pre-cast concrete product could be ascertained.

In relation to programme delay analysis, Mr. O’Connor has been involved in several construction arbitrations and has given evidence under cross examination by Senior Counsel.
